Francesco Paolucci is the Professor in Health Economics in the Newcastle Business School at the University of Newcastle, Australia, and at the School of Economics, Management & Statistics, University of Bologna in Italy.

A scholar and advisor, over the last decades he has published extensively in the areas of public policy, economics, and management with a particular focus on healthcare nationally and internationally. This has included one single-authored book and five edited special issues in peer-reviewed journals, as well as over 110 academic peer-reviewed articles, book chapters and book reviews in a wide array of academic journals and presses, and in different languages. In 2016 he received a ‘40under40’ Business News award in WA for his entrepreneurial and business leadership.

Prof Paolucci is a permanent member of the Risk Adjustment Network, which is the leading network in health insurance and financing research and advisory globally, and the country representative for Australia. With his RAN colleagues he has contributed to the publication of a book titled ‘Risk Adjustment, Risk Sharing and Premium Regulation in Health Insurance Markets’ (2018 Elsevier).

Highlights of his career include:

  • over 20 years of engagement in health economics, policy and management in various countries (e.g. Australia, Chile, China, Colombia, Italy, the Netherlands, Qatar, South Africa, UK, USA etc.) through research, fieldwork and working experience;
  • pronounced global experience working for government, industry, think tanks and consultancy firms;
  • impactful industry and academic outputs well recognised nationally and internationally;
  • high success rate in applications for research funding from public and private agencies;
  • innovative research and training activities and in the promotion of research studies nationally and internationally;
  • associate editor and reviewer since 2007 of leading journals in health economics and policy;
  • and strong record of international research collaborations and networks.
